In the 1990's a concept was developed wherein pollution which was otherwise being treated after it was created , was to be reduced at the source of creation. This concept known as Cleaner Production / Waste Minimization reduces the need to install and operate expensive EOP control facilities and saves input resources (raw material, energy, water) from being lost in the form of waste and emissions. CP is about being proactive.
Realizing the potential of CP in the state of Gujarat, GCPC was established in August 1998, with the technical support of National Cleaner Production Centre (NCPC), New Delhi and United Nations International Development Organization (UNIDO). GCPC is one of the four regional Cleaner Production Centers in India. GCPC is a registered Society under the Societies regulation Act.

In a unique initiative to provide an impetus to the socioeconomic development of the people in the Dahej PCPIR. GIDc has formed the PCPIR welfare society. An additional charge of Rs. 15 per square meter is levied on each allottee of plot in the industrial estate and given to the society to undertake development activities.
GIDC and Reliance Industries Ltd. have formed the Dahej Health & Welfare Society to build a modern 50- bed public hospital in Dahej region at a cost of Rs. 18 crore. GIDC has provided land free of cost for the purpose.
VWEMCL was incorporated on 17th January 1997.
It is non-equity - non profit entity registered under the Companies Act 1956.This Company was formed by Vapi Industries Association (VIA) which took up responsibility of operation of Common Effluent Treatment Plant from GIDC. After taking over and commissioning the CETP, VWEMCL is promoting sustainable development, through Comprehensive Environment Management Program (CEMP) for Vapi Industrial estate. It is also operating a TSDF site for solid waste and has set up a Center of Excellence.
